Mr. Villa is the Chief Investment Officer and the Chairman of the Investment Committee for the State of Wisconsin Investment Board (SWIB). He is responsible for implementing the investment policy and developing the architecture to manage fund level returns and risk for over $114 billion in assets. Mr. Villa joined the State of Wisconsin Investment Board in June 2006. Prior to joining SWIB, Mr. Villa served for two and a half years as the Chief Investment Officer for the State Board of Administration of Florida and twelve years with UBS Global Asset Management, previously Brinson Partners. Mr. Villa began his career with First Chicago and Arthur Andersen.
Mr. Villa has a BA in Economics from Princeton University, an MA in Latin American Studies from Stanford University, and an MBA, in Finance and Accounting from Northwestern University. He is a Chartered Financial Analyst and a Certified Public Accountant.

Enoch Melgarejo Hernández was born in Xalapa, Veracruz and moved to Madison in 2007.
Enoch had been involved at Latino Academy for some time through his job at Madison College where he assisted Latino Academy students with GED orientations. Enoch believes that education is the best path to succeed and improve our lives, so referred by the HEP Director, he became involved with Latino Academy as a Pre-GED instructor in June of 2015 as his way to give back to the community.
Students describe Enoch as charismatic, enthusiastic and most importantly, a caring instructor. Some students have even described his class as fun, which it’s unusual, especially when students are learning Math and have not been in school for over 15 years. Students have found in Enoch someone they can identify with and see as a role model. Enoch has created a space where students feel they belong, they are supported, and they know someone believes in them and their potential.
